Take urgent action to combat climate change and its impacts

The Government of the FSM has prioritized five indicators under (SDG Goal 13) In the FSM, climate change and development are inextricably linked. A key goal in the SDP is to “mainstream environmental considerations, including climate change, in national policy and planning as well as economic development activities”.

Target 13.1

Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries

Target 13.2

Integrate climate change measures into national policies, strategies and planning

Indicator 13.2.1: Number of countries that have communicated the establishment or operationalization of an integrated policy/strategy/plan which increases their ability to adapt to the adverse impacts of climate change, and foster climate resilience and low greenhouse gas emissions development in a manner that does not threaten food production (including a national adaptation plan, nationally determined contribution, national communication, biennial update report or other)

Improve education, awareness-raising and human and institutional capacity on climate change mitigation, adaptation, impact reduction and early warning

Target 13.A

Implement the commitment undertaken by developed-country parties to the United Nations Framework Convention on Climate Change to a goal of mobilizing jointly $100 billion annually by 2020 from all sources to address the needs of developing countries in the context of meaningful mitigation actions and transparency on implementation and fully operationalize the Green Climate Fund through its capitalization as soon as possible

Promote mechanisms for raising capacity for effective climate change-related planning and management in least developed countries and small island developing States, including focusing on women, youth and local and marginalized communities

Goal 13 Assessment

The Government of the FSM has prioritized five indicators under (SDG Goal 13) In the FSM, climate change and development are inextricably linked. A key goal in the SDP is to “mainstream environmental considerations, including climate change, in national policy and planning as well as economic development activities”.

  • The 2013 Nationwide Disaster Risk Management and Climate Change Policy was put in place which, amongst other things, focuses on adaptation at the national, state and community levels to reduce FSM's vulnerability to climate change adverse impacts. This is to be achieved through “requiring all development activities in FSM to take into account projected climatic changes in the design and implementation” and “to integrate climate change into other polices, strategies and (sector) action plans including disaster preparedness and mitigation”.
  • The Climate Change Act 2014 introduces climate change mainstreaming obligations for departments and agencies of the national government. In March 2017, a Council on Climate Change and Sustainable Development was established to ensure implementation of the Act. The Council provides leadership and institutional coordination on the mainstreaming of climate change into policies and actions across all sectors and initiatives in the country.
  • A National disaster risk policy and National Action Plan have been developed combining disaster risk management and climate change adaptation developed. Disaster risk reduction and planning are amongst the functions that are within the autonomy of the States, as accorded by the FSM Constitution and all States have Disaster Management Plans. The issue of disaster mitigation is referred to in most of the State plans, with actions identified in the Multi-State Multi-Hazard Mitigation Plan.
  • FSM’s Intended Nationally Determined Contributions (NDCs) has an unconditional target of 28 percent reduction in greenhouse emissions by the year 2025, and a conditional target of 35 percent.
  • In order to meet commitments made related to the United Nations Framework for the Convention on Climate Change (UNFCCC), FSM submits to the Secretariat National Communications based on availability of funds from the Global Environment Facility. A national Country Team for Climate Change is designated to oversee and coordinate climate change activities at state level.
  • FSM submits in its National Communications Outcomes of its Greenhouse Gas Inventories and they are uploaded in the UNFCCC Website.
  • 13.1.1: Number of countries that adopt and implement national disaster risk reduction strategies in line with the Sendai Framework for Disaster Risk Reduction 2015-2030 FSM enacted the Nationwide Disaster Risk Management and Climate Change Policy and has implemented at the state level Joint State Action Plan for Disaster Risk Management and Climate Change Plans in line with the Sendai Framework
  • 13.1.2: Number of deaths, missing persons and persons affected by disaster per 100,000 people Each disaster is recorded and analyzed in Situation Analysis Report and Rapid Assessment Report followed by a Damage Assessment Report
  • 13.2.1:Number of countries that have communicated the establishment or operationalization of an integrated policy/strategy/plan which increases their ability to adapt to the adverse impacts of climate change, and foster climate resilience and low greenhouse gas emissions development in a manner that does not threaten food production (including a national adaptation plan, nationally determined contribution, national communication, biennial update report or other) FSM enacted a Nationwide Disaster Risk Management and Climate Change Policy aimed at mainstreaming climate change issues in development plans and strategies. FSM has signed onto the Paris Agreement and will implement it. Additionally, FSM National Government has in place Disaster Preparedness Plan, while the State Governments have in place Disaster Response Plans.
  • 13.3.2: Number of countries that have communicated the strengthening of institutional, systemic and individual capacity-building to implement adaptation, mitigation and technology transfer, and development actions
